Meet NGO KACI

This post is inspired by the article in Rappler I read just now titled “‘NGOs’ abuse P751 M in social work PDAF.” There they listed all NGOs that were found to have misused PDAF (coursed through DSWD). The NGO Kalookan Assistance Council, Inc. or KACI was specially highlighted since it got the biggest chunk of (allegedly) misused PDAF (P133.6M). I was curious to see who were involved (with KACI) using data taken from the SAO report Annex A by the COA and the network I generated previously. Here’s a visualization of their report:

The blue nodes are the legislators linked to KACI, while the red nodes are NGO’s. According to the report and as what the figure shows, six (6) House members were involved with KACI, plus Senator Juan Ponce Enrile. On the other hand, four of the six House members funneled their PDAF to the NGO KACI through two implementing agencies (IAs): DSWD-CO and DSWD-NCR. Notice the thicker edge/link in the figure above (weighted edge). For the NGO HMLFI, the value of P46.206M is the reported *total* amount the NGO received from various IAs (other than DSWD); it received P13.016M worth of funds coursed through DSWD.
